(12.) Read: A letter from the Acting Captain Superintendent of Police, recommending the new appointment of a Detective Inspector.
Read also, a minute by the Colonial Secretary, pointing out that, in the event of the new appointment being approved, it will be unnecessary to fill up one of the posts of Sergeant of Police, in which case the extra expenditure will be only at the rate of $3 a month. Vote of $36 recommended in view of the slight extra expenditure, and as the Committee consider that the new post of Detective Inspector is highly necessary, especially during the present state of affairs in China, when so many bad characters frequent the Colony.
(13.) Read: A memorandum by the Colonial Secretary, and minutes by the Colonial Treasurer on the subject of the appointment of a new Valuator.

The Committee recommend the approval of a vote at the rate of $1,321 a year, `be the amount of extra expenditure* necessary on account of the appointment of an assessor having technical qualifications, as a revised valuation of house property by a skilled person is certain to lead to a large increase in the revenue, which has hitherto suffered from the valuations made by untrained persons.
(14.) Read: A letter from the Surveyor General recommending the purchase of a Patent Destructor, Multitubular Steam Boiler and a Steam Disinfecting Apparatus at a cost
of £2,000.
The Committee recommend that the expenditure be approved, as the purchase of a Patent Destructor will put an end to the great nuisance and risk to the public health caused by the present practice of depositing the refuse of the town on the sea shore, where it is left to decay by exposure to all weathers, and a Steam Disinfecting Apparatus will be of great value in cases of infectious sickness and of epidemic, to which the Colony is at all times liable.
