I have the honour to forward, for the consideration of your Government, the enclosed copy of correspondence on the subject of a proposal made by the Lords of the Treasury that the Colonies of Ceylon, the Straits Settlements and Hongkong should contribute to make good the loss caused to the Imperial Government by the Postal contract now in force.
I request you to lay these papers before your Legislative Council with an expression of the opinion of Her Majesty's Government that it is reasonable that the important Colonies served by the present contract should contribute a moderate amount as proposed towards the heavy cost which it entails.

SIR,
I am directed by the Lords Commissioners of Her Majesty's Treasury to request that you will state to Secretary Sir MICHAEL HICKS-BEACH that my Lords have had under their consideration the question of obtaining from the Colonies of Ceylon, the Straits Settlements and Hongkong some contribution towards the heavy expense entailed upon the Imperial Exchequer by the packet service by which their correspondence is conveyed.
Adverting to the material advantage which will be conferred on those Colonies by the considerable acceleration which will take place in the conveyance of the mails between them and this Country, when the new contract with the Peninsular and Oriental Steam Navigation Company comes into operation on the 1st February next, my Lords have come to the conclusion that the time has now arrived when such a contribution may be fairly asked for. In communicating this conclusion to the Postmaster General they have requested his Lordship to favour them with his opinion as to the amount which each Colony may after the commencement of the new contract be fairly called upon to contribute towards the expense of the service in question.
