I request that I may receive Your Lordship's final decision on this case, and that Your instructions may be precise on the point whether it is expected that I shall use the Government majority in the Legislature to force a larger payment than at the rate of £4000 a year; an extreme measure which, as a general rule, could be justified only by express directions from the Secretary of State.
