attention to the fact that Hongkong already spends 8 per cent of its entire Revenue on the Post Office, while it recovers less than the amount expended, and that if the contribution is raised to £50,000 it will have to expend 84 per cent of its revenue, which would be a large proportion considering that the Post Office would then be worked at a heavy loss. The Post Office Expenditure of the United Kingdom is stated to cost about 6 per cent of the entire revenue of the Country, but there the Revenue amount nearly double the expenditure.

The proportion of 2 per cent additional of its entire Revenue which it is proposed to ask Hongkong to contribute, appears still less equitable when it is compared with the contributions asked from Ceylon and from the Straits Settlements, which amount respectively to about 0.2 and 1.25 per cent of the Revenue of those Colonies.
