that, in the opinion of the Attorney General (Mr. O'Malley), I was not enabled, by the terms of the "Additional Instructions" of the 8th December ultimo, to do more than to appoint, provisionally, four Unofficial members, and that the fifth Unofficial member could not be appointed without a special instruction from Your Lordship.

Under these circumstances, I proposed to appoint provisionally the four senior members (Mussro Ryrie, Johnson, Jackson, and Cassoon) as named in my despatch nos referred to above, and to inform Mr. Wong-Shing of the merely temporary and technical delay which would prevent his taking his seat along with the other new Members at the first opening of the session.

Strong representations were made to me, by the Registrar General (Mr. Stewart), Mr. Justice Russell, and by other gentlemen well acquainted with Chinese feelings and opinions, that such a course would probably lead to...
