I desire now to explain that, in addition to other pressing public business, it was absolutely necessary
sary --- that the Legislative Council should meet before the 1st of March in order to frame the Jury List for the ensuing year.
£ It will be remembered that the law of this Colony (Ordinance No. 11 of 1864) requires that the Jury List shall be approved by the Governor in the Legislative Council before March each year.
