Criminals in the case having been arrested should be dealt with in the regular manner by the Huang Ting Provincial Authorities.

I have accordingly instructed Colonel Lai, of the Tai Pang Regiment, to proceed to Hong Kong to take charge of the men in question, and I would request you to prepare a despatch to be handed to the above officer, Colonel Lai, with which he may go to Hong Kong and take charge of and convey the criminals.
