Chinese Government, I have the honour to transmit herewith a copy of a letter from the Acting English Consul at Canton, covering a translation of a fresh letter addressed to him on the subject by the Viceroy of Canton.

I informed the Tsungli-Yamên, or Foreign Office, at Peking, that the prisoners detained here, in consequence of Your Lordship's instructions conveyed in Your despatch No. 16 of 1883, would be surrendered to the Chinese Authorities.
From this letter, and from the statement made to me personally by Colonel Lai, then Chinese Officer sent by the Viceroy to Hongkong, it appears that the Chinese Ambassador in London, Marquis Tsêng, has telegraphed to the Chinese Government.
I informed Colonel Lai that I had as yet received no further instructions from Your Lordship, and that Your instructions, when received, would be carried out forthwith.
I communicated also to the same effect.
