Naval Forces in China, is still with his powerful squadron at Hongkong, where he has been anchored for the last eight months. He and his Officers continue to maintain the most cordial personal relations with myself, and with all the English Authorities. Their future movements will, of course, be guided by the orders which they may receive from Paris.

The local Agent of the Eastern Extension Company (Mr. Durran), informs me that communication by submarine telegraph between Saigon and Haiphong in Tonquin will be completed at an early date. As HongKong is already in telegraphic communication with Saigon, we shall then be also in communication with Tonquin, and have early intelligence of what passes at the seat of war.
