copy of a letter from the special correspondent of one of the Hongkong newspapers, showing the state of affairs in Tonquin up to the 31st ultimo, and giving a graphic account of Contay, the stronghold captured by the French in last December.
The attack on the still important stronghold of Baoninh has been postponed in expectation of the arrival of the new French Commander-in-Chief, General Millot, and of the re-inforcements which he is bringing with him. Some delay has been caused by the breaking down of one of the steam-transports; but it will be doubtless the object of the French to push on their military operations before the commencement in March or April of the annual rainy season, when the delta of the great river Dong Coi, and the plains of Tonquin generally, become almost impassable.
