I cannot allow this
able and distinguished Officer to
leave the waters of Hongkong
without placing
on record
my sense
of
the benefits which have
accrued to the Public Service from the cordial relations, official and
personal,
which he has maintained with myself as Governor of this Colony; and also with the Admirals and Naval Officers of the chief European Powers who make this harbour their Head-quarters in the China seas. In particular, Admiral Willes has supported
me
in my practice of bringing together, by the exercise of a liberal hospitality,
my own Naval
and Military Officers with those of Foreign Powers, and in thus keeping
the latter in good humour with
