Leave was instituted indeed to induce officers to love to enable officers to visit England at stated intervals, now less than 6 year intervals, for the benefit of their health, and that the original object is doubtfully lost sight of if officers are allowed to accumulate their leave for the purpose of enjoying the privilege irrespective of the time which has elapsed since their last leave.

3. I am aware that in some cases the strict application of the 6 years rule may appear to work harshly upon deserving officers, notwithstanding which I cannot allow that consent to exceptions being made in the future, though I will not require Mr. Watts now to refund the money which had been granted to him for his passages to England and back.
