allowances, a sum of $480 not as ... salary, but as an allowance for the special work to be performed by him as Municipal Assessor. The Governor would thus have it in his power to select from the three Clerks of Works the one who appeared best fitted for this duty, and of removing him at the end of the year and appointing another Clerk of Works, in case he had disappointed the expectation formed of him. In this latter case the Assessor would go back to his duties in the Public Works Department.
4. M. Howroyd, who has two and a half years in this Colony, has been suggested as a proper person to act as Assessor, provided some one else were appointed to relieve him of his duties in the Public Works Department; — an absolute necessity now that this Department has such extensive Sanitary and other works in hand.
