an addition to the rates of $5,000,
an assessment would result from made by a properly qualified and independent Officer, and even if only half of this increase were realized, it would appear sufficient to justify the proposed additional expenditure, which will be a minimum of $1324 per annum, or a maximum of $1864.
3. The recommendation, which I submit for Your Lordship's favourable consideration, is that a Municipal Assessor in the shape of an additional Clerk of Works should be sent out for the Public Works Department on the same conditions as to pay and allowances as Mr. Howroyd and Mr. Cramp, the present Clerks of Works, and that it should be left to the Governor to select every year from the several Clerks of Works, one who would be wholly attached for the time to the Treasury Department for assessment duty, and who would receive in addition to his regular pay and allowances.
