As far as possible, I am glad to be able to inform you that I have selected an officer for the post in question. I conferred the appointment upon Mr. M. Dudley, the Second Officer of the Gold Coast Constabulary, who has had some slight experience of prison management in that Colony and is, in other respects, as far as I can judge, qualified for the position which he will hold in Hong Kong.

Mr. M. Dudley's appointment is, however, conditional upon his passing a satisfactory term of probation consisting of two months' training in the English Convict Prisons, and he is now undergoing the training which has already commenced. Until that time is completed...
