The Head-Master (Mr Wright) reports in high terms of Mr Jacomer's energy, punctuality, and success in his present post; and he is a good Chinese Scholar. But I have informed him that I have strongly recommended your Lordship to send out from England a superintendent regularly trained in one of the principal Penal Establishments, and that this recommendation has been approved.

3. I take this opportunity of again, as in my Despatch No. 345 of the 21st December ultimo and No. 2682 of 1883, representing the importance of the speedy arrival of the new Superintendent, without whose experienced assistance it would be futile to attempt the introduction of the much-needed reforms of the regulations and discipline of the Prison.
