It appears from the enclosed letter that, with the usual procrastination of all Oriental nations, there is delay on the part of the Chinese Authorities in carrying out the proposed arrangement. Of course, Mr. Durran is in constant telegraphic communication on the subject with Mr. Fender; and I shall not fail to acquaint Your Lordship with any definite settlement of this question when it has been made.
