Respecting Telegraph lines, I have now the honour to transmit, for Your Lordship's information, a letter addressed to me by Mr. Durran, the local manager of the Eastern Extension Australasia and China Telegraph Company, of which Mr. Pender, M.P., is the Chairman.

When Cheng (a Mandarin of high rank), the Director-General of the Chinese Imperial Telegraph Administration, was recently at Hongkong, I entertained him, together with Mr. Durran, at Government House. I was then given to understand that the arrangement which I had pointed out in my despatch No. 300 as the most convenient for all parties concerned, would be completed without unavoidable delay, viz. that the Chinese line would be connected with the Eastern Extension Company's line at the boundary of the British territory at Kowloon, the peninsula of the mainland opposite Hongkong. At Mr. Durran's request, I gave directions that police protection and all other Government facilities...
