nearly as cold as that of St Petersburg,
Shanghai and

the information of His Excellency the Governor,
the receipt
of a
dispatch sent
yesterday from the Viceroy, on the subject of the blocking of the Canton river. His Excellency's proposal, I may observe, is tantamount to closing the port of Whampoa, which is by Treaty open
to the
vessels of all nations; and, in acknowledging the dispatch,
