favour of the course pursued by Officials with my authority. The community at large is entirely of the same opinion; and I shall be glad to learn if your Lordships take the same view. It would have been impossible for any Governor to have selected seats in the Legislative Council for men better fitted than Mr. Jackson and Mr. Casson. The result of this first nomination under the new system approved by Your Lordship, is a proof (if any proof were needed), of the success of the policy which I recommended in my despatch No. 62 of 18th March 1853. Moreover, from the speech of the Chairman of the Chamber of Commerce (Mr. Buckley Johnson, the local head of the great House Jardine Matheson & Co., and one of the Unofficial members of the Council), it will be seen that my action has had the effect, (as I foretold in the above mentioned despatch), of removing much discontent and of forestalling much agitation in this community.

It will be perceived that on this ground, Votes of Thanks to me were adopted unanimously both by the Chamber
