from property in Hongkong; although the third candidate, Mr. McEwen, is one of the most prominent and respected members of the English mercantile community. I am informed that there was a feeling among the English majority of the Council that their countrymen would be sufficiently represented by ten out of the twelve members of the Council; and that, as the Chinese element in our population is to be represented by one Chinese Member (Mr. Wong Shing), it was only fair that the Indian element should also be represented, seeing that it comprises several Jewish, Parsee, and Armenian merchants of great wealth, who have shown much public spirit, and have contributed materially to the general progress and prosperity of this settlement.
