Bodies recommended to me
respectively for unofficial seats in the Legislative Council - the first, Mr. Thomas Jackson; and the
second, Mr. Frederick David Sassoon.
Mr Thomas Jackson is
the Chief Manager of the Hongkong and Shanghai Bank; and is a gentleman of high character, and of eminent financial ability. His
nomination by the Chamber of Commerce was unanimous. I
enclose a report of the Proceedings.

Mr Frederick Sassoon
(a younger brother of Sir Albert Sassoon), was educated at Cambridge, and is also a gentleman of high character and position in this community. He is the head of the branch of the eminent Bombay Firm of his name and family, which has been long established
at Hongkong, where he is the
owner of very large property, and
