Our Contagious Diseases Acts 1886-9 are to be followed when practicable. Competent and trustworthy men are to be sent from England if they cannot be found in the Colony to inspect Hong Kong brothels and to detect unlicensed brothels. The brothel tax is to be continued upon all brothels whether suspected or not.

"Should the collections exceed the amount fairly chargeable to all the several departments which have to do with this service, including a due proportion of the Medical, the Police, and the Registrar General's establishments, as well as the direct charges of the Lock hospital and similar matters, the equilibrium between revenue and expenditure may be maintained by increasing the outlay should the efficiency of the service seem to require it; or by reducing the amount of the fees chargeable for registration of the houses.

We represent today a large number of people in this country who are absolutely opposed to all systems of the State Regulation of Carnal Vice in the supposed interests of the health of the community.

We think such systems are always a sanitary failure, and we protest against them as unconstitutional.
