Your Lordship is of course familiar with the correspondence between Sir J. P. Hennessey late Governor of Hongkong, and your predecessor in this department on the subject of the Contagious Diseases Ordinance of 1867 in that Colony and with the report of a Commission of Enquiry appointed by Sir J. P. Hennessey to enquire into its operation generally, and also especially as to the regulation and machinery in force for the suppression of unlicenced brothels.

This correspondence was presented by Command at the close of the Session of 1881.
