It is not clear what are 2. The rights of consumer under the Police Ordinances, not since sections 10 and 12 of the Ordinance of 1862 were repealed by the Ordinance of 1869, with the proviso saving any right acquired by existing members of the Force before the passing of the latter Ordinance; but then the papers accompanying the despatch under acknowledgment do not show on what terms Foley re-entered the force on 1st January 1869, nor on what circumstances he left the force on 31st January 1887.
Further, it does not appear whether he was ever, and if so when, engaged and enlisted under a 5 years' engagement in the Police Force of the Colony; nor whether, on the expiration of such period, he was re-enlisted for another definite period as the Ordinance of 1862 implies was the custom.
