Enclosing statement of particulars of Mr. Heng. Extract of this letter states that it is important that there should be as little delay as possible in selecting a candidate.

It is added that before appointing a candidate, Lord Derby wishes Mr. Dobrach to have the opportunity of judging his qualifications.

I have the honour to acknowledge the receipt of Mr. Bracurtin's letter of the both full and would have answered it at once, but the matter has received very careful consideration.

To be of use to Lord Derby in selecting a suitable return, it is desirous of being guided by the Commissioned Officer of the Corps of Royal Engineers, and would venture to make the following suggestion, with the view of securing the services of a competent man:

1) The candidate holding a first-class school certificate should be selected.

2) He should be accustomed to calculate quickly and correctly with decimal fractions and have knowledge of logarithms.

3) He should know telegraphy, and it would be an advantage if he understood photography also.

4) Other circumstances being equal, a candidate who has practical experience as a draughtsman of mechanical engineering should be preferred.

The fitness of the candidate selected has been previously ascertained.
