It is also a question whether the term "his annual salary" in the said clause should be held to mean that which he

when no longer in the Police Force; I doubt whether if he had remained in the force, he would have attained to a higher salary. Supposing the legal interpretation of the agreement
read by themselves without reference to other clauses would be that the words refer to the annual Salary mentioned in
the preceding clause of
the agreement
It is quite clear that the form of agreement wants amending, whatever the decision as to future Police pensions: it receives no consideration from the Legislative Council or the Governor; it does not contain any provision for a stoppage of pension, in the event of re-employment in another Department after ten years' service in the Police, nor as to a maximum pension of £2... if anything is to be said at all in an agreement about rights & pension, which I always deprecate, it should certainly be subject to existing rules re: of the Colonial Government
