Transfer.
There are two questions at issue.
1. Is he pensioned or entitled to be pensioned under his Police Agreement.
2. If so, is he fit to retire on a pension.
As to the first, the Governor's despatch is not explicit. Rationally, one should say no, but Mr Cleaver says that he was never discharged, had he accepted the transfer not unfairly believed that he still received his pension under his Agreement.
The idea is that having been ill, his being unfit for further work absolves him. I would first telegraph to Chief Power, Special Branch, whether Cleaver is entitled to pension under his Agreement.
Doctor reports health good. His conversion makes it difficult to assess.
As to the second, if he came out 3 months ago and when he came out he was healthier.
There is a reference in her 1st paragraph to this 12 years being prejudicial to the record, which is not very clear but I think I saw a copy at home once.
