Referring to your letter of 19th April concerning the printing of Returns of Births & Deaths. I have spoken to Mr. Roberts on the subject and he is of opinion that it will be required annually.
I think the best plan will be to make an arrangement with Mr. Roberts to receive & examine the Returns forwarded from Hong Kong, and publish in Hong Kong, to send to this Colony.
