I am disposed to think

that the certain circumstances
of Hong Kong justify the provision as much need for
an Establishment for the Governor's
Aide de Camp at Government House,
similar to that provided in
other Colonies, in
which a salary is paid for an Aide de Camp; where an office is provided;
and if
I am led to believe,
and I have therefore
to instruct you
to propose to your Legislative Council
a vote
of $1000 to
provide for
the salary
of an Aide de Camp to
such an Officer, to
be appointed by the new Governor on his
arrival.
