Convention with the French firm for laying Cable between China and Hongkong, requesting Permission for landing the Cable at Heryday.
I have authorised you to grant the Company the requisite permission. As far as Hong Kong is concerned, they shall enjoy no monopoly, that Hongkong shall be open to other Cables on equal and national terms with regard to Government rights, and that they consent to adhere to the obligatory clauses of 1875.
