ART. 2. On appliquera pour le service de la correspondance par le câble à destination ou en provenance du Tonkin, de l'Annam et de la Cochinchine, le tarif des taxes de la Compagnie, établi en conformité avec les conventions internationales télégraphiques.
La Compagnie s'engage à ne pas surélever les taxes une fois établies pour ce service sans une autorisation expresse du Ministre de la Marine. Toute modification de ces taxes devra être approuvée par l'administration française et ne pourra être faite que par fraction compatible avec le système monétaire français et pouvant être représentée par des monnaies usuelles. Ces tarifs seront établis sur des bases uniformes, tout tarif de faveur étant rigoureusement interdit.
La taxe terminale qui sera fixée pour le Tonkin par l'Administration française, sera appliquée à Haï-Phong, à la correspondance reçue ou expédiée par le câble.
La taxe de transit de sept centimes et demi par mot, sera perçue à Hai-Phong par l'Administration française, sur la correspondance de provenance et à destination autres que le Tonkin, l'Annam et la Cochinchine, qui transitera simplement de câble à câble. La Compagnie appliquera au service de cette correspondance la taxe qui sera fixée par son tarif.
ART. 3. Les dépêches remises à la station de Hai-Phong pour être transmises à destination du Cap St. Jacques et au-delà, ne seront expédiées par ce câble qu'en cas d'interruption ou de dérangement des communications le câble direct, ou en cas d'indication expresse de cette route par l'expéditeur.

out formality if the Cable has not been established within one year from this date, or if, after being established, it shall be interrupted during a period of more than one year, except in case of circumstances beyond control (force majeure).
ART. 2. The Company's tariff of rates established in conformity with the International Telegraph Conventions, shall be applied to the service of the correspondence over the Cable, coming from, or addressed to Tonquin, Annam and Cochin China.
The Company undertake not to raise the rates once established for this service, without the express authorization of the Minister of Marine. Every modification of these rates shall be approved by the French Administration, and shall be in accordance with the French monetary system, and so as to be represented by the ordinary currency. The tariff shall always be established upon uniform bases, any tariff giving favour being strictly prohibited.
The terminal rate which shall be fixed for Tonquin by the French Administration shall be applied to messages forwarded from or received at the station of Hai-Phong by the Cable.
The transit rate of 7 centimes per word shall be received at Hai-Phong by the French Administration, on the correspondence coming from and addressed to places other than Tonquin, Annam and Cochin China, and simply transiting from Cable to Cable.
The Company shall apply to the service of this correspondence the rate which may be fixed by their tariff.
ART. 3. Telegrams received at the station at Haï-Pong, to be transmitted to Cape St. James and places beyond, shall not be forwarded by this cable except in case of interruption or disturbance of communications by the direct cable, or of express indication of this route by the sender.
