ART. 9. Les télégrammes reçues à la station de Hai-Phong à destination de l'Annam, du Cap Saint Jacques et au-delà, seront toujours dirigées par le câble direct qui fait l'objet de la présente convention. Elles ne pourront être dirigées par la voie de Hong-Kong qu'en cas d'interruption ou de dérangement des communications par le câble direct ou d'indication expresse de l'expéditionnaire.
Dans le cas d'interruption ou de dérangement des communications par le câble direct, la taxe continuera à être calculée d'après le tarif par ce câble et à appartenir au Gouvernement français.
Dans le cas d'indication expresse de l'expéditeur, les dépêches seront taxées, pour le parcours indiqué, suivant le tarif de la Compagnie.
ART. 9. Le service télégraphique par le câble sera fait par l'administration française et à ses frais.
Le service dans les stations du Cap Saint-Jacques et de Haï-Phong sera permanent sans aucune interruption en dehors du cas de rupture du câble ou de dérangement dans les communications.
Le bureau de Thuan-An sera à service limité. Dans l'intervalle des heures de service, le câble sera mis en circuit pour la transmission directe entre le Cap Saint-Jacques et Haï-Phong.
Les télégrammes en transit de câble à câble qui seront remis aux bureaux du Cap Saint-Jacques et de Hai-Phong par la Compagnie devront être transmis avec toute la rapidité désirable.
Dans le cas où l'administration française jugerait convenable de n'avoir qu'un service limité, le câble, pendant l'intervalle entre la clôture et l'ouverture du service, serait mis à la disposition des employés de la Compagnie pour être utilisé à la transmission de la correspondance en transit de câble à câble, à charge toutefois par la Compagnie de faire, pour le compte de l'administration française, le service de la correspondance de la Cochinchine, de l'Annam et du Tonkin qui pourrait lui être remis dans cet intervalle.

received at the Station of Hai-Phong addressed to Annam, Cape St. James and places beyond, shall always be forwarded by the direct Cable, which is the subject of the present Convention. They shall be forwarded via Hong Kong, only in case of interruption or disturbance of the communications by the direct Cable, or of express indication by the sender.
In case of interruption or disturbance (dérangement) of the communications by the direct Cable, the rate as fixed by the tariff of that Cable shall continue to be charged, and to belong to the French Government.
In case of express indication by the sender, the telegrams shall be charged, for the indicated transit, according to the Company's tariff.
ART. 9. The telegraph service by this Cable shall be performed by the French Administration, and at its cost.
The service at the stations of Cape St. James and Hai-Phong shall be a permanent one, without any interruption beyond that arising from fracture of the Cable, or the means of communication getting out of order.
The office at Thuan-An shall have a limited service. In the interval of the service hours, the cable shall be put in circuit for direct transmission between Cape St. James and Haï-Phong.
Telegrams transiting from Cable to Cable, and handed over by the Company to the offices at Cape St. James and Haï-Phong shall be forwarded with all desirable speed.
In the event of the French Administration deeming it expedient to have only a limited service during the interval between the closing and opening of the service, the Cable would be placed at the disposal of the Company's employés for transmission of the correspondence transiting from Cable to Cable, on condition, however, that the Company shall perform for the French Administration the service of the correspondence with Cochin China, Annam and Tonquin, which might be handed over to them during such interval.
