My Lord,

I have the honor to acknowledge the receipt of your Lordship's letter of the 16th Instant enquiring, whether the project of laying submarine cable from Tonquin to Hongkong is still entertained by my Company.

In reply I have stated that although the French Chamber of Deputies has rejected the Convention entered into by the French Government with the Company, negotiations are still going on.
