His lordship proposes with the concurrence of the Treasury to grant the company the required permission, provided that as far as Hong Kong is concerned they shall enjoy no monopoly, that they submit to the usual conditions/terms with regard to government rights, and that they consent to adhere to the obligatory clauses of the 1875 telegraphic convention.
He would be glad to learn the views of the Treasury on the subject at their lordships' early convenience.
