working arrangement with

the Chinese Company,

but

they

have declined to connect with us.

At present they

are

transmitting the traffic from Canton to a

point

on the Chinese

main land about two miles short

of the boundary at Kowloon, where their Line terminates, and thence, telegrams are

forwarded to Hongkong by

a steam launch service

which has been established by

the Chinese Company.

May I therefore ask

Her Majesty's Government to use their good Offices to obtain connection between the Chinese system and ours at Kowloon for

the interchange of traffic, or failing this, that the Government will decline to give facilities to

the Chinese Company, which that Company is not disposed

to extend to us.
