The Committee of the National Association for the Repeal of the Contigious Diseases Acts have had under consideration the letter of Mr. R. G. W. Herbert of the 10th ult, written on your Lordship's behalf in reply to ours of the 3rd ult.

We are directed most respectfully to tender to your Lordship the thanks of our members for the consideration which has been given to the subject of their appeal. We venture, however, again to remind your Lordship that we have fulfilled the condition laid down by you for the accomplishment of the end we desire. "What we have to do is to convert the Public and convert Parliament, and if you do that the rest will follow." These were your Lordship's words to a deputation which on the 17th of April last waited on you, of which deputation we had the honor to form part. We do not know whether your Lordship anticipated an early accomplishment of this task; but, three days afterwards it was achieved. The House of Commons, by what has been recognized by Her Majesty's Government as a decisive and definite vote, struck the key-stone out of the arch of the system
