The Postmaster General has had under his consideration the despatch from the Acting Governor of Hong Kong which accompanied your letter of the 9th of March last, submitting certain proposals regarding Postal arrangements with China.

The Acting Governor has also forwarded to him a copy of a Report addressed to him by the Colonial Postmaster General suggesting that application should be made to this Department for contributions.
