I have the honor to acknowledge the receipt of your Letter of the 23rd Instant, and in reply to state that the Eastern Extension Company already adopt the rules of the International Telegraph Convention throughout their system, although they have not formally notified their adhesion to the Convention, principally on account of their relations with the Great Northern Telegraph Company.

The latter Company, as far as their Asiatic system is concerned, are outside the Convention and are at liberty to change their tariff at a few days' notice.
