My Lord,
Referring to my letter to the Colonial Office of the 3rd Ultimo on the subject of telegraphs in China, I have the honor to make formal application for permission to land the new cable at Hong Kong.
The portion of the Cable left England in the S.S. "Scotia" on the 3rd Ultimo, and should arrive here about the middle of February.
