Acting Consul at Bangkok has reported that the proposed duty will be prohibitory on importations from Hongkong and favors importations from Java.

I understand that all imported Spirits up to 30 degrees of strength inclusive are charged 3/- a gallon. Liqueurs and other made spirits will pay a higher duty. Secondly I gather that with the imposition of a countervailing duty it is sought to have

1. all spirits over 30 degrees strength manufactured in Hongkong are manufactured in

2. no spirits over 30 degrees strength will be admitted from abroad

This is in accordance with the C.O. 5866 Agreement of 6 April (1886) & was
