I have the honour to acknowledge the receipt of your note of the 1st inst., in which you acquaint me with the Scale of Excise duties which the Siamese Govt. propose at present to levy upon spirits; and in which you further request that steps may be taken to fix the 1st day of January, 1884, as the date on which the agreement between Great Britain and Siam of the 6th April 1883 shall come into operation.

Since the receipt of that note, H.M.'s Govt. have fully considered the question, with the earnest desire to bring this Agreement into operation as soon as may be possible; and it would have afforded them great satisfaction to have formally proposed that date, if it had appeared that this could have been done with beneficial effect. They are, however, convinced that some unity of action on the part of Great Britain and the other Powers having Treaty relations with Siam is desirable in order that the necessary arrangements may be carried into effect in a satisfactory manner.
