M. le Ministre,
I have the honour to state that for some time past complaints have reached me of the seizure by the Siamese Authorities of spirits belonging to British Subjects in Siam, which have paid the duty of 3% in contravention of the rights secured to them under existing Treaty arrangements.
These complaints have been repeatedly brought to the notice of the Siamese Govt by H.M.'s Chargé d'Affaires at Bangkok: and although the illegality of the seizures appears to Prince Prisdeng
