With ref. to Y.S.'s Desp. No. 207 of the 3rd inst. I have the honor to explain to Y.S. that the decisions therein referred to are decisions of the district Courts of Massachusetts and California respectively, and that in consequence neither can be considered an authentic interpretation of the anti-Chinese immigration Act.
As I had the honor to state in my Despatch No. 299 of the 6th inst., the conflict of opinions which has thus arisen will probably ultimately be referred to the Supreme Court of the United States.
