I have the honor & inclose herewith to J. L. extracted from the "Journal Official" of this day a telegram from Haiphong of the 26th ultimo received by the Minister of Marines from the Governor of Cochin China.
In stating among other things that the retreat of the Black Flags on Dongkai had begun, and that troops from Saigon had arrived at Haiphong.
