The Canton (Wa[top]Coth) wish to avoid this last expense by being allowed to land a sea cable from Chinese territory at Hongkong - not constructing a line across Kowloong, as British Territory, as the Eastern Extension would be in Chinese Territory if they lay a line of their own from Woosung to Shanghai. In fact, the Watop want to land their Cable at Hongkong, a point in British Territory, as the Eastern Extension wants to land theirs at Woosung, a point in Chinese Territory; but Mr. Pender would like this not be allowed unless more favorable terms can be got for his company at Shanghai & Foochow.
M. Pender does not state what are the objects of the Mr. Ho Amer, which are contrary to the interests of Hongkong. According to Sir G. Bowen (15205), the Hongkong people (of course, including the English merchants) are all in favour of the Canton firm being allowed to land, so that they may be aware of these designs.
