A large number of representations have been received from Mr. Ponder, asking that instructions may be given to Her Majesty's Acting Consul-General at Bangkok to address the Siamese Government.

I am also to inclose a copy of the telegram addressed to Mr. Newman, which embodies the changes suggested by Mr. Ponder. Mr. Newman, in terms of the 4 August 1883 Convention, which have been agreed to sign the Convention with the Eastern Extension Telegraph Company in an amended form for connecting Penang with that city.
