Sufficiently was been issued directing the application to be renewed as the correspondence which has already passed between H.R. and myself relative to this case, indicates the nature of and the circumstances which led to the fugitives being set at liberty by the Houghtong not-again Authinitis, I need not describe their, but will merely state, that I have been instructed by the Taotung to repeat the application in the extradition of the persons above referred to, and that I shall feel obliged to H.R. if you would be so good as to request the Secretary of State for the Colonies to direct the British Authorities at Hongkong to cause the fugitives to be arrested and handed over to the Chinese Authorities at Canton, in accordance with Art. of the Treaty of Extradition, as the delay in bringing accused to trial has already occasioned the Chinese Authorities considerable
