Should not the words "with a view to their subsequent extradition under the usual conditions" or similar words be suggested as an addition at the end of the draft reply to the Chinese Minister? Otherwise concur in its terms, & send copy (with copy of first enclosure to Governor of Hong Kong at the same time that we send 12923) instructing him to comply with wishes of the F.O. in the matter of these 13 fugitives.
