I had the honour to inform Y. L. on the day before yesterday that the bill granting the credit for the Tonquin expedition had been passed by the Chamber of Deputies; and I inclosed in that despatch the authentic Report of the debate which took place on the occasion.

I have the honour to transmit to Y. L. in order that they may be at hand for reference if wanted, copies of the Report of the Committee on the Bill.

This Report, which contains a very detailed account of the whole matter, is divided into six sections, viz.: I. Considérations préliminaires., II. Exposé historique, III. But à atteindre, IV. Note sur l'opinion politique à connaître & moyens à employer, V. Marche à suivre, VI. Situation au point de vue intérieur.
